TEARING THE CITY DOWN: UNDERSTANDING DEMOLITION ACTIVITY IN GENTRIFYING NEIGHBORHOODS

We perform a logit analysis of address-level data for every privately initiated demolition permit issued in three Chicago community areas between 2000 and 2003. We find that smaller, older, frame buildings with less lot coverage had a greater probability of being demolished during this period. Political jurisdiction and socioeconomic factors, other than the change in Hispanic population, were less important than expected. Demolished structures were located in appreciating areas, further away from Tax Increment Financing districts. We speculate that this popular redevelopment tool has been used in areas with primarily commercial land uses on the periphery of residential neighborhoods and that rent gaps are reduced by the negative externalities associated with conflicting land uses. Threatened Peripheral Populations in Context: Geographical Variation in Population Frequency and Size and Sexual Reproduction in a Clonal Woody Shrub

Yet the ecology and genetics of these populations are rarely evaluated in a broader geographic context. Most expectations concerning the ecology and evolution of peripheral populations derive from the abundant-center model, which predicts that peripheral populations should be less frequent, smaller, less dense, and have a lower reproductive rate than central populations. We tested these predictions and in doing so evaluated the conservation value of peripheral populations for the clonal shrub Vaccinium stamineum L. (Ericaceae, deerberry), which is listed as threatened in Canada. Based on 51 populations sampled from the center to the northern range limits over 2 years, population frequency and size declined toward the range limit, but ramet density increased. Sexual reproductive output varied widely among populations and between years, with many populations producing very few seeds, but did not decline toward range margins. In fact seed mass increased steadily toward range limit, and this was associated with faster germination and seedling growth, which may be adaptive in seasonal northern environments. Our results did not support the prediction that clonal reproduction is more prevalent in peripheral populations or that it contributed antagonistically to the wide variation in seed production. Peripheral populations of V. stamineum are as productive as central populations and may be locally adapted to northern environments. This emphasizes the importance of a broad geographical perspective for evaluating the ecology, evolution, and conservation of peripheral populations. From plan to practice: Implementing watershed-based strategies into local, state, and federal policy,

Abstract Planners are becoming increasingly interested in watershed-based plans as a way to more accurately reflect the natural landscape processes that cross the borders of political jurisdictions. Although developing plans that cross political boundaries is a relatively simple matter, establishing the transboundary authority necessary to implement such plans is often a much different matter. We investigated the regulatory mechanisms under which a watershed-based storm-water management plan could be implemented in the Big Darby Creek, Ohio, USA, a national scenic river currently facing critical threats from nonpoint sediment- and pollutant-loaded storm-water runoff in the rapidly urbanizing portions of the watershed. The watershed encompasses portions of 7 counties, 11 incorporated areas, and 26 townships, each of which has some authority over land use and storm water. The transboundary options explored include creation of a storm-water utility, creating a conservancy district, or an independent approach requiring all jurisdictions in the watershed to simultaneously adopt a series of storm-water ordinances. We evaluated these options on a number of characteristics, including their relative ability to control runoff quality and quantity, the locus of political control and enforcement authority under each, funding considerations, and the likelihood of acceptance given the region's existing political realities. Although a central authority such as a conservancy district or storm-water management district would likely be most effective in protecting water quality, the long tradition of local controls on land use makes this politically infeasible. Thus, we argue that a watershed-based protection plan for the Darby region will require the simultaneous independent approach. The case study of the Big Darby suggests that the successful implementation of watershed-based plans may be more dependent on the plan's political savvy than its technical superiority. [source]

However, only 60% of these individuals, 2834 in total, were ultimately sterilized since the legislation under which the Eugenics Board operated required patient consent to be obtained unless the individual recommended for sterilization was diagnosed as "mentally defective." Women, teenagers and young adults, and Aboriginals were particularly targeted by the Alberta Eugenics Board. The Board pursued its sterilization mandate extremely aggressively and, because of a unique set of social, political and economic circumstances in the province, continued to operate long after other political jurisdictions in North America had set aside their involuntary sterilization programs. The Rise of ,New' Policy Instruments in Comparative Perspective: Has Governance Eclipsed Government?

Governance is a term in good currency, but there are still too few detailed empirical analyses of the precise extent to which it has or has not eclipsed government. This article explores the temporal and spatial characteristics of the governance transition by charting the deployment of new policy instruments in eight industrialised states and the European Union. The adoption and implementation of (,old' and ,new') policy instruments offer a useful analytical touchstone because governance theory argues that regulation is the quintessence of government. Although there are many ,new' environmental policy instruments in these nine jurisdictions, this article finds that the change from government to governance is highly differentiated across political jurisdictions, policy sectors and even the main instrument types. Crucially, many of the new policy instruments used require some state involvement (that is, ,government'), and very few are entirely devoid of state involvement (that is, pure ,governance'). Far from eclipsing government, governance therefore often complements and, on some occasions, even competes with it, although there are some cases of fusion. Future research should thus explore the many complex and varied ways in which government and governance interact in public policy-making. [source]


Interlocal Service Cooperation in U.S. Cities: A Social Network Explanation

Local governments increasingly confront policy problems that span the boundaries of individual political jurisdictions. Institutional theories of local governance and intergovernmental relations emphasize the importance of networks for fostering service cooperation among local governments. Yet empirical research fails to examine systematically the effects of social networks on interlocal service cooperation. Do the individual networks of local government actors increase their jurisdiction's level of interlocal service delivery? Drawing data from the National Administrative Studies Project IV (NASP-IV), multivariate analysis is applied to examine this question among 919 municipal managers and department heads across the United States. The findings indicate that interlocal service cooperation increases when jurisdictional actors network frequently through a regional association or council of government and when they are united by a common set of professional norms and disciplinary values. Manager participation in professional associations, however, does not increase interjurisdictional cooperation. The key conclusion for local government practitioners searching for ways to increase collaboration: networks that afford opportunities for more face-to-face interaction yield better results for effective service partnerships.
